Private water supply means a system that provides water for human consumption, if such system has less than fifteen (15) service connections and either (1) serves less than twenty-five individuals or (2) serves an average of twenty-five (25) or more individuals for less than sixty (60) day s of the year.
Private water system also means "private water supply."
